Getting Around Himachal Pradesh: Complete Transport Guide
Himachal Pradesh covers over 55,000 sq km of mountain terrain, with towns spread across valleys, passes, and ridgelines at elevations ranging from 300 m to over 4,500 m. Knowing how to get around Himachal Pradesh is essential before you book anything — the wrong transport choice can cost you a full day or strand you at a closed pass. This guide covers every mode, every major route, permit requirements, and seasonal constraints.
What transport options are available for getting around Himachal Pradesh?
Himachal Pradesh is served by five main transport modes: HRTC state buses, shared taxis, private taxis, self-drive rentals, and limited air connections. HRTC buses cover the widest network. Shared taxis fill gaps on routes where buses run infrequently or only once daily.
The Himachal Road Transport Corporation (HRTC) is the state-run bus operator covering over 2,100 routes across Himachal Pradesh. HRTC connects Shimla, Manali, Dharamshala, Kullu, Reckong Peo, and most district headquarters. Fares are low — typically INR 250–600 for inter-city routes — but journey times are long on mountain roads.
Shared taxis, usually Toyota Innova or Sumo vehicles, operate on fixed point-to-point routes. They depart when full, typically carrying 6–8 passengers. This mode is faster than buses and costs roughly 1.5–2x the bus fare per seat.
Private taxis give you full flexibility on timing and stops. Self-drive rentals are available in Shimla and Manali but require confidence on narrow mountain roads. Air access exists through three small airports, though weather cancellations are frequent.
Which mode of transport is best for each route in Himachal Pradesh?
The best transport mode depends on the specific route, travel season, group size, and budget. For Delhi to Shimla, an overnight Volvo bus or the Kalka-Shimla toy train combination works well. For Manali to Spiti, only shared or private taxis operate, and only from June to September.
| Route | Recommended Mode | Approx. Cost per Person (INR, 2024) | Journey Time | Seasonal Restriction |
|---|---|---|---|---|
| Delhi to Shimla | Volvo overnight bus or train to Kalka then toy train | Bus 600–900 / Train + toy train 400–700 | 10–12 hrs bus / 7–8 hrs combined | Year-round |
| Delhi to Manali | Volvo overnight bus | 1,000–1,800 | 13–15 hrs | Year-round (NH-3 may close Dec–Mar) |
| Shimla to Manali | HRTC bus or shared taxi | Bus 350–500 / Taxi 600–900 | 8–10 hrs | Year-round (Rohtang section weather-dependent) |
| Manali to Kaza (Spiti) | Shared taxi or private taxi | 1,500–2,500 | 8–10 hrs | June–September only (Kunzum Pass) |
| Dharamshala to Shimla | HRTC bus or private taxi | Bus 400–600 / Taxi 2,500–3,500 | 8–9 hrs | Year-round |
| Shimla to Kinnaur (Reckong Peo) | HRTC bus or shared taxi | Bus 250–400 | 6–7 hrs | Year-round (road may close after heavy rain) |
How do shared taxis work in Himachal Pradesh?
Shared taxis in Himachal Pradesh operate from fixed taxi stands near bus stands in most towns. Vehicles depart only when all seats are filled. On busy routes like Manali to Kullu, you rarely wait more than 30–45 minutes. On less-travelled routes like Kaza to Tabo, you may wait hours or need to book all seats privately. Fares are fixed by local taxi unions and posted at stands. Pay the driver directly — no app booking exists for most routes.
When should you book a private taxi instead of a shared one?
A private taxi makes sense when your group has four or more people. The per-person cost then approaches shared taxi rates. Private taxis are also the only practical option on remote routes in Spiti or upper Kinnaur where shared services run once daily or not at all. For routes above 4,000 m, a private vehicle also lets you control acclimatisation stops.

Are Himachal Pradesh roads open year-round, or do seasons affect travel?
Most lower-valley roads in Himachal Pradesh stay open year-round. High-altitude passes — including Rohtang, Kunzum, and Baralacha La — close from October or November and reopen between May and June. The Manali-Leh Highway typically closes from late October to late May each year.
According to the Border Roads Organisation (BRO), the Rohtang Pass on NH-3 opens on average between mid-May and late May each year, depending on snowfall. The pass typically closes again by late November. The BRO's Project Deepak manages snow clearance operations on this corridor annually.
The Shimla-Kinnaur route via NH-5 stays open through winter for most of its length. However, landslides during the July–August monsoon can block this road for 12–48 hours at a stretch. Always check the HP PWD portal or call the local PWD office before travel in monsoon season.
Which passes and roads close in winter?
Kunzum Pass at 4,590 m closes by early October and reopens in June — this is the critical bottleneck for the Manali-to-Spiti route. Rohtang Pass at 3,978 m closes by late November. The Manali-Leh Highway closes from late October to late May. The Jalori Pass near Banjar closes from December to March. Lower routes like Shimla to Dharamshala via NH-154A remain open year-round under normal conditions.

Do you need any permits to travel within Himachal Pradesh?
Indian nationals do not need permits for most of Himachal Pradesh. Exceptions include certain zones in Spiti and Kinnaur. Foreign nationals require an Inner Line Permit for Kinnaur and a Protected Area Permit for parts of Lahaul-Spiti. All private vehicles crossing Rohtang Pass require an e-permit regardless of nationality.
The Inner Line Permit (ILP) is a mandatory travel document issued by the Himachal Pradesh government for entry into restricted border districts. Indian nationals need an ILP for some Spiti sub-districts. Foreign nationals need it for Kinnaur district. The permit is issued at SDM offices or through the HP government's online portal.
| Area | Permit Type | Who Requires It | How to Obtain |
|---|---|---|---|
| Spiti Valley | Inner Line Permit | Indian nationals (some sub-districts) and foreign nationals | SDM office Kaza or HP government online portal |
| Kinnaur district | Inner Line Permit | Foreign nationals | District office Reckong Peo or online |
| Rohtang Pass crossing | Rohtang e-permit | All private vehicles | rohtangpermits.nic.in — book 1 day in advance |
| Lahaul-Spiti (foreign nationals) | Protected Area Permit | Foreign nationals | Ministry of Home Affairs or via registered travel agent |
The Rohtang e-permit has a daily vehicle quota. During peak season (June–August), slots fill up by the evening before. Book the permit online at rohtangpermits.nic.in the day before you plan to cross. Diesel vehicles are not permitted beyond Rohtang on certain days — check the current schedule when booking.

How do you get to Himachal Pradesh by air or train from major Indian cities?
Three airports serve Himachal Pradesh: Bhuntar near Kullu-Manali, Jubbarhatti near Shimla, and Gaggal near Dharamshala. The nearest major railheads are Kalka for Shimla, Pathankot for Dharamshala, and Joginder Nagar for the Kullu valley. The Kalka-Shimla toy train is the most practical rail option for reaching Shimla directly.
Kullu-Manali Airport (Bhuntar) is the nearest commercial airport to Manali, located 50 km south of Manali town. IndiGo and Air India operate flights from Delhi. Journey time from Bhuntar to Manali by taxi is approximately 1.5 hours. The Kalka-Shimla Railway is a UNESCO World Heritage narrow-gauge line covering 96 km in approximately 5 hours, connecting Kalka (accessible from Delhi by Shatabdi in 4 hours) to Shimla.
Which airports serve Himachal Pradesh and how reliable are flights?
All three Himachal Pradesh airports handle ATR-72 turboprop aircraft only — no wide-body jets. Mountain weather causes frequent cancellations, particularly at Jubbarhatti (Shimla) and Bhuntar. Cancellation rates at Bhuntar can reach 30–40% in monsoon months. Always keep a road backup plan when flying into Himachal Pradesh. Book refundable fares where possible during July and August.

What should first-time visitors know before planning transport in Himachal Pradesh?
First-time visitors to Himachal Pradesh often underestimate journey times and overestimate road reliability. Mountain roads add 2–3 hours to distances that look short on a map. Planning transport in advance — especially for May–June and October peak periods — prevents the most common trip disruptions.
- Book Volvo buses at least 2–3 weeks in advance during May–June and the October school holiday window — seats sell out fast on Delhi-Manali and Delhi-Shimla routes.
- Carry sufficient cash before entering Spiti or upper Kinnaur. ATMs in Kaza and Reckong Peo run out of cash during peak season and may be non-functional for days.
- Check road status on the HP PWD portal (hppwd.hp.gov.in) or the HRTC website before travel, especially after rain or snowfall.
- Expect motion sickness on switchback roads above 2,500 m. Keep medication handy — Avomine or similar antihistamines work for most travellers.
- Mobile connectivity drops significantly in Spiti Valley and parts of Kinnaur. Download offline maps (Maps.me or Google Maps offline) before leaving Manali or Shimla.
- Allow one buffer day in your itinerary for any route involving a high-altitude pass. Road blockages of 4–8 hours are not uncommon after rain or early snowfall.
